The Kaya has been conceptualized not as one political unit but as a go up of polities by either ancient people or contemporary historians. Especially modern historians recognized the socio-political nature of Kaya as a confederacy of small states(聯盟). But the causes and process of the confederation have not been well explicated. By almost all the historians, the Kaya confederacy has been recognized as an evolutionary stage just before the emergence of ancient state in a specific historical context. So to explain the socio-political transformation of the Kaya societies, from the condition of pyunchin Kuk(國) polity distribution of 3rd century to the spatial organizations of 6th century local confederacies become a central problem in 4-5th century Korean archaeology. Although the historical existence of Kaya confederacy itself become doubtful to some historians and archaeologists, however want to suggest that the critical problem should be the model of th past societies. To me, Kaya society should not be regarded as political unit or cluster of units, but a socio-political or socio-economical system made up of geographically distribu polities or local groups which were highly interdepedent and closel interactive each other. It would be rather adequate and productive perspectives that, in the historical context, the transformation of Kaya society could be explained as an evolutionary trajectory not an political unit, but of an overall socia -political and spatio-temporal system.
