The strategy of marketplace neutrality has already been discussed by historians focusing on ancient western history and economic anthropology. Ancient trade merchants had to cover long distances in their journeys, so if they were not convinced that a safe transaction was possible, they simply did not bother to visit distant places. Leaders of regions that housed marketplaces also minimized their intervention in the activities around these marketplaces, and tried to provide all the accommodations the traders required. The ports for foreign trade of Guya-guk and Geumgwan Gaya were possibly located in Bonghwang-Dae and Jangyu-Myeon, areas far from the chiefs" palaces. It suggests a policy of neutral external trade ports in the period from the 1st century BCE to the 4th century CE. Geumgwan Gaya of Gimhae controlled the alliance"s negotiations, and minimized its members intervention with regard to the running of marketplaces. In other words, the neutrality of marketplaces was both established and honored.
