The question about the way many countries of Gaya(加耶) had existed has been one of the most compelling themes for a long time. It is because this theme is the key to understand whole outline of history of Gaya. So far, it has been explained that the countries of Gaya had existed in the form of federation on the authority of Ogayajo(五加耶條) of 『Sam Guk Yu Sa(三國遺事)』 and so on. To controvert this theory, ` An Essay on Regional League of the Gaya` and `An Essay on Ancient Kingdom of the Great Gaya(大加耶)` appeared. However, existence form of the countries of Gaya, the whole time when the Gaya had existed and whole things about the countries of Gaya cannot be explained consistently by these theories. On the basis of reviewing historical materials about existence form of the countries of Gaya, this study upholds `An Essay on Regional State of the Gaya` which overcomes or succeeds, develops existing theories. Regional state of the Gaya is the political organization which was formed as small countries of Byeonhan(弁韓)[including some small countries of Jinhan(辰韓)], the forerunner of the Gaya, grew and developed. The development to the stage of regional state could be achieved after small countries which had compatible relations became the stage of regional league by combining or forming alliances. It is considered that the number of Gaya countries which could come to this regional state stage is more than 10. Among them, Garaguk(伽羅國) and Anraguk(安羅國) are representative. Some countries of Gaya were incorporated or submitted into neighboring countries at the stage of small countries. And some were submitted into neighboring countries at the stage of regional league. `An Essay on Regional State of the Gaya` can cover and explain all these countries. Moreover, although `An Essay on Regional State of the Gaya` is the concept that focuses on the existence form of the countries of Gaya, it also considers the stage of social progress. In other works, it puts emphasis on the gradational growth process from small counties to regional league and from regional league to regional state. Also, by searching the national character of `regional state`, the possibility of `regional state` to enter into the stage of ancient kingdom can be estimated.
